The Top Talent Pass Scheme is designed to attract high-calibre professionals and top university graduates from around the world, offering them the freedom to explore opportunities in Hong Kong without first securing a job offer. This comes at a time when some developed countries have made it harder for talented individuals to move there from aboard.
"The flexibility of TTPS is significant,” says Managing Partner Timothy Loh. “Unlike many conventional immigration programmes, which require applicants to demonstrate employment and a set minimum salary level before arrival, the TTPS invites talent to come first and build from there.”
The scheme operates across three categories and is designed to capture the full range of high end talent from fresh graduates to experienced senior executives. Category A targets the latter category, aiming for professionals with an annual taxable income of HK$2.5 million (US$320,000) in the 12 months before applying. Categories B and C target graduates from the world's leading universities, with the former focused on mid-level professionals and the latter focused on more recent graduates. The eligible university list now stands at around 200 institutions, covering the top-ranked universities across major global rankings. The list includes more than 20 UK based institutions, the third largest cohort after Mainland China and the U.S.
Successful applicants under Category A receive an initial visa valid for three years. Those under Categories B and C receive two years, with the freedom to take up employment, change roles, or establish a business during their stay.
The Numbers Tell the Story
The scheme's uptake has been impressive. By the end of 2025, more than 123,000 applications had been approved since the scheme’s inception. The TTPS does not exist in isolation. It is part of a broader strategy to reinforce Hong Kong's position as Asia's premier international business hub. The government in 2024 identified a projected shortage of around 180,000 workers across key sectors, representing a genuine opportunity for incoming professionals across financial services, innovation and technology, legal services, and beyond.
For financial services professionals in particular, the timing is compelling. Hong Kong remains the world's third-largest financial centre, a leading asset management and private wealth hub, and the principal gateway for international capital entering and exiting Mainland China. The city recently overtook Switzerland as the largest recipient of cross-border wealth flows. Deep capital markets, common law legal framework, and a low tax regime continue to offer advantages that few jurisdictions can match.
Scheme Refinements
Throughout TTPS’s existence the government has actively refined it in response to feedback from applicants and employers alike: visa periods have been extended and the renewal application process simplified. Likewise, the number of eligible universities has grown, all of which have broadened the available talent pool of applicants while making it easier to plan a long-term future in the city.
