Insurance Authority secures conviction against Yan Zhiyu for failure to attend an investigation interview

On 3 September 2025, the Eastern Magistrates' Courts convicted Yan Zhiyu and imposed a $10,000 fine for non-compliance with section 64ZZL(1) of the Insurance Ordinance (Cap. 41), which mandates attendance at investigation interviews. The conviction stems from an investigation regarding suspected misappropriation of premium payments for two policy holders.

The regulatory obligations outlined in the Insurance Ordinance (Cap. 41) require individuals to cooperate with the Insurance Authority by attending interviews or providing assistance during investigations. Failure to comply with these regulations may result in severe penalties, including a maximum fine of $200,000 and one year imprisonment upon conviction on indictment, or a fine of $50,000 and up to six months imprisonment on summary conviction.
